Why the colloquium
Why the colloquium ?The co-ownership world in France - meaning the managing agents, the co-owners, the architects, the design offices, the authorities, the service providers, etc. – has to deal with four questions :
- what should be done to reach the Grenelle objectives?
- how should it be done?
- with whom?
- with what means ?
The traditional means seem insufficient, and the radical improvement of energy use that we need demands some efficient new approaches :
- technical;
- intellectual;
- legal;
- financial;
- organizational.
To reach the “Grenelle” objectives, we have to think and act in new ways, that is, we have to detect, confirm and experiment with the most innovative and the most effective approaches to reach these goals.
Whence the French players' idea of checking out what is going on elsewhere in Europe, what is being done, what is being tried out, and also what is being thought about. To be sure, one has to bear in mind the proverb that “The grass is always greener on the other side of the fence". But such a tour of Europe now seems vital for everybody responsible for getting the co-ownership world to forge ahead and to improve energy performance.
Preparation of the colloquium and anticipated results
So this European colloquium has a major purpose: survey everything being done in France and in Europe in connection with co-ownership and sustainable development, thanks to a certain number of themes :
ten basic and two transverse (present only in the "French" questionnaire).
Those themes have made it possible to develop a questionnaire to try to answer the questions we all ask :

This questionnaire has three objectives
a) determine what is being done in Europe, and what approaches differing from ours have been implemented;
b) pick out the most effective ones among those approaches;
c) identify points for thinking and prospecting.
The questionnaire was filled in for FRANCE with the help of experts from the member organizations of the "Planète Copropriété Association":

The French questionnaire is now being distributed to the European countries. Each response from the various countries will be translated and be considered. The various responses received for one and the same country will be summarized to provide a clear idea of how things are done in each country and of the important points that need to be brought out (good practices, experimentation, etc.).
The responses will then be summarized in a document – distributed before the colloquium for the participant's information – that will take up, subject by subject, the responses received from each European country.
This work will make it possible to determine the most "relevant" countries able to speak on each subject, thus resulting in the best possible organization of the colloquium round tables.
The most innovative or most effective approaches will be brought out thanks to this European survey, and the round tables will be organized in connection with the colloquium to promote :
- an appropriate viewpoint concerning the European approaches described in the questionnaire responses;
- comparison between countries and between players to see what works and what does not.
